Proposal Abstract
This study will have several facets, including the following:

A review of the legislative history and intent and implementing statutes and regulations;

A thorough study and documentation of the process of implementing the law;

An analysis of the effects of the law on alcohol-related crashes in general and the recidivism of DUI offenders specifically;

Assistance in convening a blue ribbon panel; and

Preparation of a report summarizing the findings and offering recommendations.
