Evaluation of the State of Ohio Incentive Project

Proposal Abstract
PIRE, through Dr. David Collins and Dr. Knowlton Johnson, will provide all evaluation services for the Ohio State Incentive Grant from inception. Specific deliverables in SFY 2003 include:
Conduct initial meetings with ODADAS to develop and implement project management plan
Attend meetings with ODADAS, Steering Committee, Advisory Committee, Expert Prevention Panel
Develop Year 1 survey and evaluation instruments for evaluation of state capacity building
Assist in GFA development, and organize and convene bidders’ conference
Conduct technical assistance with state stakeholders
Collect Year 1 data from state stakeholders and organizations
Conduct technical assistance (on proposal development) with potential applicants
Analyze data and produce Year 1 Final Evaluation Report on state capacity building (includes presentation to Governor’s Council and Steering Committee)
Conduct technical assistance with subrecipients following their selection
Develop survey and evaluation instruments and collect Year 1 data for community process and outcome evaluation
Develop PRIDE Survey insert for Fall baseline data collection
Develop evaluation plan
