(MCB) (2/5/2001 - 6/30/2004) Proposal Abstract The scope of work for this Subgrant focuses on evaluating the progress of the Minority Outreach Technical Assistance effort launched by the Maryland Center at Bowie State University. This MOTAP Project is funded by the Department of Mental Health and Hygiene of the State of Maryland. The funds are supplied by the Cigarette Restitution Fund, monies given to Maryland by the tobacco industry based on the national tobacco settlement.
The program seeks to energize and empower minority groups in Prince George's, Montgomery and four other Western Maryland counties to become involved in the decision-making regarding the utilization of Cigarette Restitution funds distributed to counties for programmatic efforts. HBSA is utilizing a full panoply of process and outcome measures to assess progress against goals and objectives, including one of the most extensive uses yet of Journey Mapping. Some form of the project is likely to continue through 2004.
