Bernard Murphy, MEd, PhD

President and Chief Executive Officer

Bernard E. Murphy, PhD., was unanimously elected as President and Chief Executive Officer of Pacific Institute for Research and Evaluation. His term as President and CEO began January 1, 2008.

Dr. Murphy completed a Master’s degree in Education at the University of Maryland and earned his Ph.D. in Counseling from the Catholic University of America in Washington, DC. He is a licensed Professional Counselor in the Commonwealth of Virginia. Dr. Murphy is the Institute’s senior executive responsible for overall management, development and operations of the organization, reporting to the Board of Directors.

Dr. Murphy joined PIRE in 1995 and has served as a Staff Director on the Board since 2001 during which time he has served on the Executive, Governance and Nominating Committees. Dr. Murphy is also the Project Director of PREVENT (Personal Responsibility and Values: Education and Training) for the Center for Advanced Planning and Evaluation, in Calverton. PREVENT is the Navy’s alcohol and drug prevention class for 18-26 year old sailors. As Director he is responsible for oversight and management of 70 staff located in 16 sites and 47 ancillary locations around the world.

The stability of the PREVENT program and the support of the staff have created the opportunity for Dr. Murphy to reduce his time on the project and assume the responsibilities of the CEO.

Before joining PIRE, Dr. Murphy chaired the Arlington County Interdepartmental Team on Youth Violence Prevention and Intervention Network; was Quality Assurance Officer for Mental Health Services implementing the Quality Assurance Joint Commission’s Accreditation for Hospitals; responsible for directing the professional training and development for Mental Health, Mental Retardation Services and Substance Abuse Services staff of over 135; representative to the High Intensity Drug Trafficking Act Treatment Team; and Clinical Consultant for the interagency primary prevention grant for at-risk children. He has served on the faculty of Trinity College, Catholic University, Salisbury State University and the North Carolina Foundation for Alcohol and Drug Studies and served as a Clinical Consultant to the Navy and Marines Alcohol and Drug Programs.

Gary A. Klig, B.S.

Chief Financial Officer

Gary Klig was elected as Chief Financial Officer of Pacific Institute for Research and Evaluation in April 2012. He was the organization’s Director of Finance since 2004. Prior to joining PIRE, Mr. Klig was the Controller for the Hebrew Home of Greater Washington, a 558 bed long-term care and rehabilitation facility located in Rockville, Maryland. In his capacity as Controller, Mr. Klig was responsible for overseeing the day-to-day financial operations of the Home. Previously, Mr. Klig held Director of Finance and Controller positions in the biotech, construction, finance and retail industries. Mr. Klig earned his Bachelor of Science degree from the University of Maryland and has been a Certified Public Accountant since 1990.

Mary Gordon

Secretary of the Corporation

Ms. Gordon is a Center Director at the Pacific Institute for Research and Evaluation (PIRE.) A PIRE employee since May, 1992, she has worked on a number of public safety and health related projects. Ms. Gordon was Director of the OJJDP’s Underage Drinking Enforcement Training Center (UDETC) a project the PIRE administered for 16 years. In her functional role as a Director, Ms. Gordon managed a three million dollar budget, supervised senior staff and collaborated with over thirty-five enforcement and judicial consultants. Ms. Gordon is currently the Principal Investigator (PI) for the 21st Century Policing Cross-Site Multi-Stakeholder SER Project- a project designed to increase our knowledge and understanding of Sentinel Event Reviews (SER) models in multi-stakeholder environments as a tool to identify and understand root causes. Ms. Gordon has more than thirty years of experience in program administration and extensive experience managing complex projects to assure that deliverables are timely and maximally useful to all stakeholders.

Ms. Gordon formerly served as Staff Director of the PIRE Board of Directors from 2010 through 2015 serving on the both the Nominating and Governance Committees. She currently serves as Secretary of the Corporation for both PIRE and HBSA, Inc.
