The following technical assistance capabilities are available within CACHR:

Analytic Capability

CACHR has built a core group of data analysts who can provide statistical consulting and rapid turn-around analysis to PIRE projects and sites, and to states and communities. Similarly, CACHR has the capability to access and analyze national (e.g. MTF, NHSDA) and local data sets in order to answer important policy-related questions raised by other PIRE centers such as the Policy and Technical Assistance Center (PTAC), in response to requests from other agencies, or in response to a need to inform policy makers. CACHR personnel are further developing this capacity and have provided such analyses heretofore. For example, CACHR personnel have produced reports for NCAP and PTAC based on national and local data. These reports have addressed issues such as (a) the relation(ship) between adolescent binge drinking, alcohol consumption, and alcohol problems; and (b) perceived risks and adolescent drinking.

Training

CACHR will provide the training and supervision necessary to allow states and local communities to implement valid data collection and evaluation procedures in support of prevention efforts, CACHR personnnel have already participated in producing technical assistance materials for use in local communities in conjunction with the OJJDP enforcing the Underage Drinking Laws Program. These products have focused on data collection including the Guide to Conducting Alcohol Purchase Surveys and the Guide to Conducting Youth Surveys. In addition, CACHR personnel have been directly involved in providing technical assistance training in conjunction with PTAC and the OJJDP project. These training activities have focused on how to conduct youth surveys and outlet purchase surveys, and have been provided through teleconferencing and face-to-face training sessions.

Practice Guidelines

CACHR has already begun the development and dissemination of science-based best practices guidelines. In collaboration with PTAC, one such guideline for the prevention of sales of alcohol to minors has been produced, the Guide to Responsible Alcohol Sales: Off-Premise Clerk, Licensee, and Manager Training.

The Guide to Conducting Alcohol Purchase Surveys
The Guide provides information about one important tool for combating underage drinking: the alcohol purchase survey. These surveys involve sending minors or young-looking adults into stores to purchase alcohol. In this way, law enforcement agencies and community members can find out who is selling alcoholic beverages to our children

Drinking in America: Myths, Realities, and Prevention Policy
This report provides a more realistic picture of who drinks, how much, and how often. It compares the drinking patterns of adults to those of people under age 21. It then analyzes the implications of these drinking patterns for alcohol policy.

Guide to Conducting Youth Surveys
The Guide provides step-by-step information on how States or communities can conduct surveys of youth to determine levels of alcohol use, sources of alcohol, expectations about alcohol use, and perceptions of community norms.
