The Institute & CEO Position
Pacific Institute for Research and Evaluation (PIRE) is one of the nation’s preeminent independent, nonprofit organizations merging scientific knowledge and proven practice to create solutions that improve the health, safety, and well-being of individuals, communities, nations, and the world.  PIRE has initiated an executive search to find a truly exceptional leader to become our next Chief Executive Officer at PIRE’s headquarters in Calverton, Maryland.

PIRE’s more than 300 permanent Staff represent numerous social, behavioral and biomedical scientific and professional disciplines and work in eight major centers and dozens of project offices around the country and the world.  They perform both investigator–initiated and RFA/RFP based research, program development and implementation, and evaluation in a grant and contract environment.  Funding for projects and programs is obtained from state and federal governments and, to a lesser extent, from foundations and the private sector.

Mission
The mission of the Pacific Institute for Research and Evaluation is to promote, undertake, and evaluate activities, studies, and programs that improve individual and public health, welfare, and safety. In support of this mission, we create and support an environment within which skilled, innovative, and dedicated researchers and practitioners work to extend the leading edges of their respective fields.

The Chief Executive Officer is appointed by and reports to the Board of Directors, which includes eleven Directors drawn from the leadership of a diverse variety of community, corporate, and other private organizations, including four Directors chosen from current PIRE Staff.  The Board sets basic policies, goals, objectives and standards. The CEO is directly responsible to the Board of Directors and is expected to work collaboratively with the Board of Directors and with all Staff-based management committees.


Responsibilities of Our Next CEO
The Chief Executive Officer of PIRE will have the responsibility to collaboratively guide the Institute in achieving its full potential by developing and implementing strategies that effectively make use of the Board of Directors, Center Directors, and Staff. 

He/she will inspire and foster innovative thinking in all areas of the Institute, which has a tradition of research excellence, client service, effective advocacy, and sensitivity to the needs of constituents and the private and public sponsors willing to invest in its future.

The CEO has all of the accountabilities and authorities usually associated with this position.  He/she:
  1. Serves as chief steward of the Institute’s mission and core organizational values, and evolves and pursues ways of continually refreshing the Institute’s commitment to them. Key among these organizational values is maintaining and supporting the independence and self-determination of research and program Staff in pursuing their individual research and programmatic passions. This pursuit recognizes individual responsibility for self-funding as well as fulfilling PIRE’s mission of providing the highest possible level of science and programs. The CEO should have experience creating and/or nurturing an organizational culture that attracts and motivates highly talented individuals.
  2. Provides visionary leadership; inspires Staff and Board members to do their best work; creates, as well as identifies, strategic opportunities for the Institute; and serves as the "face of the organization" to its many stakeholders. This requires significant travel to PIRE’s multiple offices.
  3. Will periodically review decision-making throughout the Institute and revise those processes as necessary to ensure that Staff is providing input to key departments and functions.
  4. Will develop a close familiarity with the organization, identify its assets and human resources (actual and potential) and leverage those resources to accomplish the goals and mission of the Institute.
  5. In collaboration with Staff, will develop and recommend to the Board of Directors the long-term programmatic and financial goals to be pursued by the organization. Develop basic strategies for implementing and achieving milestone objectives to be accomplished. Assures effective development and implementation of the organization’s strategic plan, program, and development goals.
  6. Has overall responsibility for insuring that PIRE adheres to all relevant federal and state laws and regulations, and for ensuring that PIRE’s 501(c)(3) status is maintained.
  7. In collaboration with the CFO, COO, and Center Directors, will assure fiscal responsibility within the Institute such that administrative costs are contained and operational and project budgets are managed effectively. Will implement and maintain policies and procedures consistent with prudent managerial and fiscal practices.
  8. Provides a positive model of personal integrity and respect for others and demonstrates a commitment to developing and maintaining a positive organizational culture and working environment at PIRE.
  9. Maintains, supports and encourages PIRE-wide program and Staff development as well as cross-site collaboration.
  10. Develops performance objectives and completes annual reviews and compensation recommendations for Staff reporting directly to the CEO.

CEO Qualifications
The successful candidate for this appointment should evidence the following qualifications:

  1. A commitment to and understanding of the broad public health and welfare mission of the Institute, with the capacity to articulate the mission and values to a variety of audiences and to support that mission among PIRE projects and Staff.
  2. Demonstrated ability to provide leadership in setting and accomplishing Institutional goals, initiatives, strategic planning, and completion of objectives as established by the Board of Directors with the participation of Staff.
  3. A commitment to sustaining PIRE’s rich diversity, with the skills to support and actively facilitate Staff efforts to produce research and programmatic services that are of the highest quality.
  4. Experience and the ability to support and facilitate Staff in developing and diversifying research and programmatic areas.
  5. Proven ability to promote consensus in a decision-making environment that includes Staff participation in key decisions. The ideal candidate will have demonstrated experience working collaboratively in a “servant-leader” role with independent professionals in defining and reaching organizational goals.
  6. Organizational and managerial experience and demonstrated abilities in sustaining the highest standards of scientific and Institutional integrity.
  7. Excellent management skills and substantial experience working in a soft-money research environment with a broad research and program focus and diverse funding sources.
  8. Knowledge and ability to facilitate funding opportunities through grants and contracts from public and private sources. Knowledge of and experience with diverse public and private funding resources. Strong understanding of grant and contract management.

Compensation Package
The appointee will receive competitive compensation which includes but is not limited to a base salary, relocation package, performance-based bonus, and deferred compensation awards as determined by the Finance Committee of the Board. A robust program of fringe benefits is also offered.
